Without a doubt it's Tesco, stick 'Tesco' onto your search engine, wade through it all until you find photos, join up (it's free) you will get your first 10 prints free, they do very cheap frames and everything else you may need, delivery to your door or to your nearest store.
Try it out, I just did and it's great.

I just did a quick kelkoo and saw one for £56.31 from BigMaggot. Quite a few are available on eBay from the looks of it for around the £60-£80 mark. Firebox do one for £90. It looks like the price varies quite a bit. I'd search kelkoo and see which frame has the features you like and at a price and seller you're happy with. Good luck!

If you really want cheap, how we mount students work is about the cheapest. Made up as follows:
Hardboard Backing
Polycarbonate or acrylic sheet, since we cannot use glass with students.
Six office bulldog clips with the removable legs.
Hows that?
