Well it depends which DOS you're reffing to:
The most popular DOS was the MS-DOS from Microsoft which took MicroSoft where it is today - It was the ticket to stardome you might say. But it wasn't actually the 'original DOS'. There was a earlier existing version called the PC-DOS which came much before the MS-DOS. As a matter of fact, many believe that the MS-DOS was highly influenced my its predessor PC-DOS.

IBM created it...
Microsoft bought non-exclusive rights for marketing QDOS on December 1980, QDOS was created by IBM Personal Computer in June 1979. On July 1981, Microsoft bought exclusive rights for 86-DOS, which was the next version of QDOS.
The first version, IBM PC-DOS 1.0, was released in August, 1981. MS-DOS was originally released in 1981 and had eight major versions released before Microsoft stopped development in 2000.
