With patience and love it is possible to train a dog of any age. He pees all over the house when you let him in because he is excited to see you. Tying the dog up at night is very cruel. Scolding and shouting at a dog is like shouting at a baby.. all he will be feeling is negativeness and not knowing why.
Try buying some of those dog poop pads, the encourage the dog to go poop on it. And instead of just letting your dog in, try going outside having a little cuddle and play before walking back in and letting the dog follow you
Good luck, please stop shouting at the poor doggie and stop tying him up or you wont get anywhere except cause more problems

First of all you need to get him on your schedule and crate train him for inside to start with until you get him on your time schedule. Then you can work with his ability to be left out in the house without suspervision. be patient and control intake of food and water he is old enought to wait until you are home to eat and drink.
