red cayenne is a red chilli but red chillies can be any of an enormous variety of chillies.

Their heat levels may be the same, or one may be hotter than the other.

Generally, commercial powders of either will have less than 60,000 SHUs.

Something labelled as red chilli powder can be from any form of chilli, from cayenne upwards to lethally hot ones

There's a wide range of "hotness" with chili peppers, depending on how much capsicum is in the pepper. Cayenne is hotter than some, but not as hot as others.
