as far ur history it indicates u've a subretinal fluid with retinal detachment
formation takes place due to breach in the barrier constituted by cells in the retinal layer which fail to pump the fluid
the procedure involves drainin the fluid removin the vitreous called vitrectomy n injectin oil or gas to reattach the retina,
if u don remove it the condition may progress n once old repair also becomes difficult, u'l also lose sight permanently

I am also a diabetic patient suffering from the same defect. Go for laser treatment to stop further losing of sight. But the laser treatment will not improve your eye sight. You can do some exercise like rotate your eye ball for few minutes every day. This type of exercise will improve your eye sight. Consult eye doctor . Don't ignore your problem. It is more dangerous than any other defects. The accumulated liquid can be removed
