I am not sure what L1B blanket status is. You might want to ask on immigration related forums like immigrationvoice.org, immigration.com and murthy.com

L-1B blanket applications can be quite complex. I don't think you are going to find an answer here. If your company is looking into this type of visa, you really should be consulting with an immigration attorney who specializes in business immigration.
