In some senses, there is no comparison to Kakadu. Apart from anything else, the entire catchment of a river is included in one national park.

Rock art? There are much better sites than Ubirr and Nourlangie, but not many that are as accessible as those two.

Wildlife? Yellow Waters is pretty good, but there are better. Not as accessible, though.

Swimming holes and waterfalls? Pretty good, but the falls stop reasonably soon after the beginning of the dry. The pools are still good, even without the falls.

Kakadu provides a damn good slice of what the Northern Territory offers in a relatively small (in Australian terms, so we are talking a couple of hundred kilometres) area.
