Simple. It shrinks the pores on the face. This is done to prevent acne or from any dirt/oil from clogging the pore. It is considered to be good for your face but realistically it doesn't do anything differently than going outside on a cold winter day.

Also it tightens the skin (temporally) which can reduce wrinkles and possibly make someone appear younger. However, it doesn't last long since the face skin will return to normal as quickly as it possibly can.

but before you dip your face into cold water try boiling chamomile tea and water. then Remove it from the stove and place a towel over your head and let the steam hit your face. you will find that this really opens the pours (which helps to remove dirt) i love doing this. then i flush my face with cold water.

Dipping or soaking face in cold water is to allow the pores to open up and allows inpurities to be cleansed easily.

People do it to refresh themselves and feel the water cleanse their pores that absorbs the oxygen. But it works better using warm water, because it will open up your pores more than the cold that shrinkens.
