If you shop at reputable stores - Whole Foods or Trader Joe's - you can be sure their food that is labeled organic IS organic. A good place to check with is the Whole Foods Market website. They have a huge mission statement that pertains to the whole person, whole food and such. They support the organic farmers and the communities they are located in. In other words, they KNOW their suppliers and support their work. And there are certain standards that must be met for a food to be labeled organic.

I dont think you can be 100% sure. If you buy usda organic, and it turns out it's not then all suffer. I guess it's like buying any other product. you research it and make sure it's ok.
