What can the government possibly do to change the climate? Pass a law?

Even if burning less fuel could slow global warming it wouldn't stop it. And how can the government make us burn less fuel? By taxing it more. Rich people won't be affected. Folks like Al Gore will still run thirty thousand dollar electric bills. It will hurt US businesses and cause more outsourcing to China who will burn the fuel we didn't and nothing would be accomplished.
