I doubt it since they run in a very tight budget to start with....
check for a private referral center, some of them offer discounts if you are willing to have a student or an intern do the sx rather than the specialist orthopod surgeon.
What type of sx are you thinking off? like a total hip replacement? another procedure called head and neck ostectomy provides comfort, decreases pain caused by hip dysplasia, but is a lot cheaper. You just can't work your dog, but if he is just a pet and a couch potato, is a good choice if you can't afford the THR.

Probably not. Since she's your dog, you'll have to pay for her expenses. The other options would be putting her down (I would only recommend this if the dog's quality of life would be lowered because of the surgery), or giving her up to the shelter (I don't recommend this unless you absolutely can't keep her).
It's a little late now, but for the future I really recommend pet insurance. You pay either a monthly or yearly fee to have your dog insured medically, and then when an emergency comes up, you're insured.

A shelter would probably not be able to help you. They barely have the funds to care for the animals in the shelter. If you can't set up a payment plan with your vet you could always try Care Credit or some other funding source. The website for Care Credit is www.carecredit.com if you want to check it out and see if that is an option.

Probably not, except that they may be able to refer you to a lower cost vet. How old is the dog? If he's nearly at the end of his life span, it may be better to just treat him with pain medication. If it is too far advanced, you need to weigh your options. Take out a loan for the surgery or put him to sleep. Good luck.

Not sure if a dog shelter will help, it wouldn't hurt to ask though. You could make small donation boxes and drop them off at gas stations or restaurants. Put a cute picture on them and you may get help. If not, ask your veterinarian if they will set-up some type of payment arrangement.

Animal shelters have so many to help, feed and owners to educate it is over whelming for them. Try calling around to vets, ask about a payment plan. If you have a skill maybe you could even barter for payment.

Actually $1,400 is cheap, a full replacement is over $6,000 per leg, if your vet won't take payments, try credit care

No, they would not. Shelters are not a place that hands out money, they are a place looking for hand outs to care for abandoned and abused and unwanted pets, etc.
