The most important qualification is Cheating, Hounding Pounding Hoarding.

Other important qualifications which is considered like post graduation or phd is Murder Rape convict serving terms and more number of case.

This is what is happening. It is not to fault our system and you cannot set a rule of qualifications. Every one should be allowed to contest, yet the people should vote for only those who are educated scarifice and work for the development. That is the key.

Minimum graduate. Preferably, higher courses in social, political, economical, legal, administrative, human-rights, law-enforcement, at least a working knowledge of computers including networking, some physical sciences and techniques of engineering, spiritual knowledge as much as possible and management sciences. Should have good knowledge of world history , geography, culture and heritage and must possess specialized knowledge, about these aspects, with regard to "own country concerned." Should, desirably, have natural (in-born) and/or cultivated "good leadership" qualities and, maybe, some personal charisma as well. Must be high up in general knowledge.

Now, is this asking for too much from people, who aspire to wield such high political power, and desire to administer highly "diverse public" and liaise/interact constructively with "dignitaries" from other nations and manage a kaleidoscopic "range of resources" in a designated region. Maybe, one man alone, may not specialize in all the above, but he must have, close at hand, a battery of level-headed specialists of purely non-sycophant type, and he should listen to them with empathy, before taking a decision - for all this to materialize, he should create the necessary atmosphere, and scrupulously throw out "any adviser" who has even the slightest trace of "sycophancy."

I would suggest honesty. especially since that fruity Svend Robinson stole that $50,000 diamond ring to give to his boyfriend and then blamed it on stress. Hey, if being an MP stresses him so much that he steals, what would the stress of a cabinet position do to him?
