The Persian Empire was large and included parts of Africa. The Persian army would consist of people from all parts of the empire usually entire regiments coming from only one part of the world.
If they didn't do what they were supposed to do, the actual Persians would kill all their families and burn their homeland.

no but the Persians had an army from all over their empire which includes Africa, and Xerxes was not black he was dark brown which is not uncommon in some parts of the region.
and bush is not represented in the movie.
