I think you have to hold the button down for a longer time, not just click. At least that's how it is on my computer. And the thumbs up/down doesn't appear instantly. It has changed after you go to another page and then return.

the first thing i did after reading ur question was to check ur level...oone has to b on level 2 or above to use the provision..u r on level 4..u shud b able to do it..seems like a glitch..contact Yahoo.
