That is a tough question because there are so many parts of Manhattan, and they all have their own set of good and bad qualities. For instance, the Upper East Side is really nice, especially Park Avenue, but if you are not making a seven or high six-figure income, don't even bother.
Upper West is nice as well, but is only slightly less expensive than upper east.
If you want a nice neighborhood that is getting better by the day, but is still reasonably priced, try Upper Manhattan (Washington Heights, Inwood etc). It takes 20-35 minutes on the subway to midtown, but the neighborhood is safe, and you can get a 1 bedroom co-op for under $250,000, (or if you rent, a 1 bedroom apt for bout $1,300 per month) I live in Inwood, and it is great. Nice, safe, huge parks, a bit quieter than further down, but it is still obviously Manhattan.

Depends on how much $$ you have. Also, every single neighborhood in NYC can be considered dangerous, because random crime is just that. It can happen anywhere anytime, regardless of how 'rich' or 'nice' the neighborhood is.

But I personally agree with many of the other posters in that Inwood and Washington Heights are a nice balance of good rent prices, safety, and proximity. If you want to live in Brooklyn, Park Slope is excellent too.

The "safest" is one of the high security buildings with internal parking on the Upper east side or midtown - east such as UN Plaza or one of the Trump towers. Of course the prices for rental or purchase are stratospheric.

Define "nice" and "safe".

Manhattan is full of nice neighborhoods.

My neighborhood is nice - it's called West Harlem.

But, my neighborhood is poor, and it's overwhelmingly Black and Latino.

Some folks might not like that, so they demonize neighborhoods like mine as "unsafe" and "bad".
