Probably the best thing to do would be to take your friend to the ER. He will get detoxed there, and from there, when he is stable he can get onto a drug/alcohol rehab unit.

Try searching the web for your local area. All else wait till the morning and call the hospital or Social Services and they should have a number to give you to call.

Your local hospital should be able to refer the person to a detox center.

Call a drug and alcohol hotline - they're in the phone book. They can tell you what's around and whether they have availability. If that doesn't work, drag them to a doctor - they can get them in somewhere if the situation is really that dire.

Contact Alcoholics Anonymous in your area; they could make some recommendations. (They don't just deal with alcohol addictions.)
