Strangles is an infectious, transmissible, world-wide disease in animals

Well, the eating of blood was prohibited way back with the first covenant - the one with Noah after the flood. So I would say no. It existed before the law, and seems to be pretty important. Blood is a symbol of life - that which gives life.
Christians don't follow the law. So their meat does not have to be killed in a kosher way. I would say that they shouldn't eat a strangled animal. Unless that is the only way to survive. But there is no injunction against this. Only that they are not bound by that part of the law.

All food is holy for it comes from GOD. Blood is not good to eat or drink. Strangled meat we are not supposed to eat but who strangles an animal???

--These commandments in the Old testament were primarily given to Jews living before Christ:
"Speak unto the children of Israel, saying...Moreover ye shall eat no manner of blood, whether it be of fowl or of beast, in any of your dwellings. Whatsoever soul it be that eateth any manner of blood, even that soul shall be cut off from his people" (Lev. 7:23-27).
--In the New Testament, God put more emphasis on the Spirit of the law than on the letter, and permitted His people to eat many things that he had not let the Jews eat:
"For every creature of God is good, and nothing to be refused, if it be received with thanksgiving for it is sanctified by the word of God and prayer" (I Tim. 4:4-5).
"I know, and am persuaded by the Lord Jesus, that there is nothing unclean of itself: but to him that esteemeth any thing to be unclean, to him it is unclean" (Rom. 14:14).
