Not if there is parental consent. Most rental places have where you can sign a waiver if your child is an authorized user on your account so they can check out Mature rated video games. (This does not allow them to check out "Over 18 only videos" or porn, unless the cashier checking them out is just careless, apathetic or stupid).

Personally, I don't have my son as authorized user and won't until he can prove he is more responsbile in other areas, like getting his school library and public library books back on time. I do however, allow him to check out Mature rated videogames after looking them over first, but if they have swear words he does have to listen to me complain that those words are not appropriate and more appropriate, intelligent terminology to convey the same message and what would happen to those gantas stealing cars and shooting people in real life, which drives him nuts, but that is just the price he has to pay being 13 had getting to play M rated games.

Nope...it's just a rating system not a law. A child can also go into a Target and buy R rated movies.

Nope. My friend rents M games from blockbuster all the time. His mom had to put that she allowed him, though.
