if you believe that god is the creator of all existence, then god created devil/ Satan.but i think god is symbol for good qualities and devil symbol for bad qualities of a person.

I assume that you are asking this question from the point of view of a Christian, for even though Christians, Jews, and Muslims all share similar origins, their theology differs incredibly, without even taking into consideration the scisms within each faith.
If you go to John Milton, undoubtedly one of the greatest writers to tackle this question, you are presented with a paradox. If God is all knowing, and God knew that Satan would rebel against God, then how could God have created Satan, since all that God does is good? Milton actually has Satan, in the form of a monologue, consider this very thing. Satan wonders how God could have punished him for rebelling if God knew that he was going to rebel. The plot is complicated further when God reveals that because humankind will fall due to Satan's influence, humankind will be exalted more than we otherwise would have been.
The key to the whole puzzle comes in Book III of "Paradise Lost." God declares of Satan, "I made him just and right,/ Sufficient to have stood, thought free to fall" (lines 98-99). Then, God says that if he had not made Satan and his angels free to fall, "What proof could they have giv'n sincere/ Of true allegiance, constant faith or love,/ Where only what they needs must do, appeared,/ Not what they would?" (lines 103-106). Essentially, if God had not given Satan the ability to fall, Satan would not have been serving of his own free will, but under obligation.
The question you should ask really isn't who created Satan, but how did Satan become who he is. Of course, you must also ask if Satan actually exists. He's only referred to directly in the Bible a few times and even then he's not Satan the evil devil with hooves and a pitchfork, but "the Adversary," an angel who, in service of God, tests humankind's faith in God.

God created the first man known as Adam and asked all the angels to bow infront of him. Satan was an angel at that time and was the leader of all other angels. He was very proud and did not obey the orders of God. Then God made him devil. The main purpose of the Devil is to betray the mankind from that day till the day of judgement. All his followers will go to hell alongwith him on the day of judgement.

The devil (Satan) was originally created an angel. Over time he thought he was equal to (or better than) God Himself. He became full of pride and eventually was thrown out of Heaven along with his cohorts. He came to earth, and has been angry at God ever since. That's why there is so much sin in the world, Satan is causing this to mislead people here on the earth. He wishes everyone would live for and serve him, and not God.

It really depends on your beliefs: in Islam and Christianity, all beings (good and bad) are created by God. In these instances, Satan/Devil is actually a fallen angel, bent on destroying mankind. But if you are referring to satan/devils in the human community, they are just simply created by themselves. The mind, with its weaknesses and strengths, create who you are. But, in all technicalities, if you believe in God, and you do believe He is an omniptent creator, then without a doubt, He created Satan/Devil as well.

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

God did, The devil, Satan, Lucifer was the highest ranking of the order of Cheri bum and said to be the most beautifulest of all the angels, he became enamored with himself and told the first lie which was 'We can be as God' that is the point where the Archangel Michael leaped forward threw is butt down and stomped on his neck and said to Lucifer 'Who is as God?' then he proceeded to kick his sorry butt out of the heavens and away from God , who by the way no one is like.

God created Satan. Satan at first was an angel then he made adam and eve disobey god by taking fruit from the forbidden tree. then god turned him into a snake with no legs. So ever since then he have hated god for banishing him.
