Security measure and probably to light the town!

Most I know don't leave all their lights on, but enough so that anyone looking in would be able to see if someone were inside the building as a security measure.

Many buildings do not have central heat and rely on the heat from lights, computers, equipment, etc to heat the building. My office building only has AC, no heat for this reason.

To ward off any burglars. It makes it seem like there may be a person left inside, and so if there is a burglar in there, a passerby might notice and call the cops.

That's when the cleaning crews come in. They need light. They can't see in the dark.

so no one will steal anything..also if there is food then they need electrcity to keep it cold.
