dogs are NEVER arrogant at first though they may be a little uncomfortable as they don't know you and may even run away from you but that is just a phase shower him with love and talk to him believe me it works

By arrogant, do you mean aloof? That is a characteristic of some dogs.. Afghans is one breed like that. But they aren't usually that way with their owners, just others.
Some dogs aren't aloof, but they are stubborn? Like basset hounds. I know of one who liked to sleep in the middle of the street, and no one could get her to move!
With aloof breeds, you need alot of patience and repetition. Don't forget the praise to motivate them.
With a stubborn breed, you just have to be more stubborn them them and even insist they submit and obey your commands.

i think your system of training is faulty
love him keep him happy while training make it a game give him treats for performing well
and be patient

maybe it's cos you dont pay enough attention to him... dogs act haughty when they feel unwanted... start playing with him
