Like... guy hits on girl, girl is not interested, but instead of girl saying that, she gives the guy a fake phone number to appease him.

Is this clever or just kind of cruel?

It's lying - not only because of the number, but because the dude thinks he's smooth and that she's interested... which means he'll be playing the game just as wrong the next time he hits on a girl. I understand that women have a hard time being assertive and hurting someone's feelings but at the same time it's kinda self-absorbed to sit there and be hit on, enjoy it (oh yes - she enjoyed it), feel better about herself (yep - she's feeling darned sexy - regardless of what she thinks of him), and then give him a different number so she wouldn't have to "deal with it". I wouldn't say it's clever... it leans more to the cruel side. But mostly it's just insecurity to not be able to say what she's really thinking.

To each it's own ...I don't personally give wrong numbers (anymore) I kind of get a kick out of saying NO ...not in a bitchy way just no and if they have the nerves to ask why instead of walking away I just tell them ..." I'm just not that interested sorry!" Oh especially the ones that think they are all that in the club or bar and they are trying to run game and all there friends are watching ... I get a sick pleasure out of it LOL

I think it's kind. Why cause an incident in a bar and embarrassing him in front of his friends by saying "no" when he asks for your number? He can be mad and embarrassed alone when he finds out he dialed a Chinese take-out place instead of you.

It's worse when they give a guy the number to the rejection hotline! LOL
