Jehovah's Witnesses certainly do believe the bible to teach that the name "Immanuel" properly refers to Jesus. But did Jehovah God ever intend for that to serve as the personal name of his Son?
Has God the Father ever expressed an opinion about what his Son should be called?
(Luke 1:26-31) the angel Gabriel was sent forth from God... So the angel said to her: “Have no fear, Mary...you will conceive in your womb and give birth to a son, and you are to call his name Jesus.
(Matthew 1:20-22) Jehovah’s angel appeared to him in a dream, saying: “Joseph, son of David, do not be afraid to take Mary your wife home, for that which has been begotten in her is by holy spirit. She will give birth to a son, and you must call his name Jesus...”
When Jehovah's Witnesses refer to their Lord and Head as "Jesus", they are working to obey the command of God as expressed through his angel and as recorded in the Gospels.
In a similar way, Jehovah's Witnesses believe the bible to teach that the personal name of God the Father is also significant to true worshippers.
(John 17:26) [Jesus said] I have made your name known to them and will make it known, in order that the love with which you loved me may be in them
(Exodus 3:13-15) Moses said to the true God: “Suppose I am now come to the sons of Israel...and they do say to me, ‘What is his name?’ What shall I say to them?” ...“This is what you are to say to the sons of Israel, ‘Jehovah the God of your forefathers, the God of Abraham, the God of Isaac and the God of Jacob, has sent me to you.’ This is my name to time indefinite, and this is the memorial of me to generation after generation
(Psalm 8:1) O Jehovah our Lord, how majestic your name is in all the earth
(Deuteronomy 32:3) For I shall declare the name of Jehovah
(Matthew 6:9) [Jesus said] “You must pray, then, this way: “‘Our Father in the heavens, let your name be sanctified.

What was the command of Psalms? , read it, also what was the name given by the messenger to Jehovah´ Son (Luke 1:30) . Think about it if your name is Mary problably every important document will say Mary. Immanuel is a name-title applied to Christ the Messiah. The name means "With Us Is God" other name-titltes are Nehemi'ah (Jah Comforts) or Isaiah (Salvation of Jehovah) or Asai'ah (Jah Has Made).

If there seems to be a conflict between the angel’s instructions to Mary (“you are to call his name Jesus”) and Isaiah’s prophecy (“she will certainly call his name Immanuel”), let it be remembered that Messiah was also to be called by yet other names. (Lu 1:31; Isa 7:14) For example, Isaiah 9:6 said concerning this one: “His name will be called Wonderful Counselor, Mighty God, Eternal Father, Prince of Peace.”
Yet none of these names were given to Mary’s firstborn as personal names, neither when he was a babe nor after he took up his ministry. Rather, they were all prophetic title-names by which Messiah would be identified. Jesus lived up to the meaning of these names in every respect, and that is the sense in which they were prophetically given, to show his qualities and the good offices he would perform toward all those accepting him as Messiah. So also with his title Immanuel. He measured up to and fulfilled its meaning.

If that is true, then why is the God of the New Testament never called Jehovah? He is only referred to as God or Father, never Jehovah. Matthew 1:23 is ripped out of context. Matthew has a bad habit of ripping Old Testament verses out of context. The passage that Matthew refers to in the Old Testament has nothing to do with Jesus or a prophesy of the Messiah. Immanuel was to be a sign from Yahweh to King Azah that he would be with him during his conflict with two other kings. King Azah died at least 500 years prior to Jesus. Why would Yahweh provide a sign to a man who died 500 years prior? In fact, the sign is fulfilled in the very next chapter. There is no prophesy that the promised Messiah was to be born of a virgin.

In prophecy Jesus was identified not only as “Wonderful Counselor, Mighty God, Eternal Father, Prince of Peace,” but also as “Immanuel,” meaning, “With Us Is God.” And all this, let it be noted, without his actually being called by these names when he was on earth.

I have read these verses myself and often wondered the same question. In honesty I refer to them as God and Jesus simply because those are the names I had been taught. However, knowing what I know now about them I am guessing that it is simply habit.

God's name is not Jehovah either. God's name is IAM.
GOD REVEALS HIS NAME
The revealing of His name was done personally by God Almighty Himself, as HE spoke to the prophet Moses. Moses was preparing to go in before Pharaoh to lead the Israelites out of Egypt. Exodus 3:13 and 14 records,
"Then Moses said to God, "Behold I am going to the sons of Israel, and I shall say to them, "The God of your fathers has sent me to you" Now they may say to me, "What is His Name? What shall I say to them." And God said to Moses, "I AM WHO I AM" and He said, "Thus you shall say to the sons of Israel, "I AM has sent me to you."
Notice that in direct response to the question, "What is your name?", God said to Moses, "Thus you shall say "I AM" has sent me unto you." God first gave Moses a name he could "say" or "speak", and then He proceeded to give him another name. Read on to verse 15 of Exodus chapter three.
"And God furthermore said to Moses, "Thus you shall say to the sons of Israel, "YHWH, the God of Abraham, the God of Isaac, and the God of Jacob has sent me unto you."
God ends this giving of the two names, by concluding,
"THIS is MY NAME forever, and this is My memorial-name to all generations."
WHAT ABOUT "JEHOVAH" ?
Some people in recent years have used the name "JEHOVAH" in place of "YHWH". According to the Watchtower Society of Jehovah's Witnesses, this name was first recorded in 1270 A.D. more than a thousand years after the death of Christ.
Scholars recognize that this "patched-up" name of God invented a mere 700 years ago, with the vowels from "ADONAI" inserted between the consonants "YHWH" and then further altered with the letters, "J" and "V"
The following encyclopedias consider the name "JEHOVAH" to be FALSE Merits Student Encyclopedia; Encyclopedia Americana; The Jewish Encyclopedia; Encyclopedia International The Interpreters Dictionary of the Bible; The New Catholic Encyclopedia; The Universal Jewish Encyclopedia, and many more.
In addition to revealing His name as the "I AM" and "YHWH", God also tells us that His name is "JEALOUS" [Exodus 34:14], and " HOLY" [Isaiah 57:15].
