i am trying to get copies of the approval certificates for electrical switchgear from australec. mainly to cover the switches, power outlets and circuit breakers.

You should contact the manufacturer directly. If you required, in your Purchase Order, that their equipment meet the NZ electrical safety standards, they should send you a copy of the certs. If you did and they won't send them, reject the items and return them (I'm sure they will get you the certs when you ask for the Return Material Authorization number, rather than take back the items).

If they advertised that they were certified (but you didn't put it in the PO), they should send copies of the certs. If they won't, reject the products as unsafe and offer to turn them over to the authorities for selling unsafe equipment in NZ. Again, sending you some paper is a lot cheaper than the alternatives.

Of course, you might actually have to return the products because they really aren't up to NZ safety standards.
