make a movie based on the religion, then market it worldwide. make sure its a cult phenomenon type movie and pretty soon there will be loads of followers in places you never even new exsisted. Take star wars as your example.
if that doesnt work, you could always try sleeping with God.

OMG, like, use every other religion's example!
Christianity:
The apostle Paul had a supernatural vision from God and he created Christianity under the guidance of what was later to become the Roman Catholic Church
Islam:
Mohammad had a supernatural vision of angels who dictated the Koran to him.
Buddhism:
Buddha had a vision of nirvana. Magical visions of lotus flowers etc.
Mormonism:
Joseph Smith had a supernatural vision of an angel who dictated to him the Book of Mormon.
need I go on?
Just claim that God spoke to you or that you had a vision.
Of course this works best when there is political turmoil around or at a time in a people's history when they are demoralized or disillusioned or in needof a revolution.
The world is primed for a new religion just now, in fact, what with all the people turning from Christianity in droves because of all the overwhelming evidence against it.

Its like creating a new political party. You have to have a platform that is so unique that it catches on. If you have ideas about spirtuality that you do not feel are represented elseware, write them down and then try to sell them to your friends.
Now it would be stupid to form another political party that is a carbon copy, or even just a close copy of the current ones. The only point is if your view is not allready represented.
Oh, and make sure you believe in it

devise a theory, a set of laws, and prey upon the weak minded and vulnerable, seems to be how most quasi religions start, or maybe i mean cults meh same thing.
after all islam christianity and catholosism are the biggest cults out there.
