Once i install the chinese version of windows vista is there anyway to change the language to english?

Microsoft web site says Language Interface Packs for Vista and Office 2007 will be available soon. But they don't mention if these are non-English packs to install on English version of Vista or if they are English packs to install on non-English versions of Vista. Even if they offer English packs to install on Chinese Vista, we can't be sure yet how much of the interface will be correctly translated, how much will be incorrectly translated and how much will be left in Chinese. We will just have to wait and see.

I have used Simplified Chinese (the standard language) language pack in Office on a Windows XP computer and it left a lot to be desired.

You are probably better off to buy the English version of Vista and install it.

Then there's my Mac that I often share with a Chinese friend, Logout of my English language account, login to her account, bingo, faultless Simplified Chinese and all the applications (Word, Firefox, Adobe Reader, Photoshop, etc.) are in perfect Chinese. I am sure that some day Microsoft will catch up to this idea also.
