Je ne sais quois. literally means ; I do not know what.
It is usually used when trying to describe something that you can't quite find the words for , something that has that ...je ne sais quois.... you know what I mean ? That unknown quality that makes it what it is.
Also used when describing someone who has a certain flair or quality or charm that you can't quite describe but that makes them so unique.
Also used rather snobbishly to describe art . I find that usually when a person describes a piece of art as " having that certain 'je ne sais quois' ...... , it usually means that they are in over their depth and don't know what they are talking about!

Um, is that French? Je ne sais pas quoi - means I don't know what....
But you'd have to follow it up with something. I don't know what the word is / Je ne sais pas le mot est.
But if you want to say I don't know it's just Je ne sais pas.
