An Utopian community would mean a community where everyone in that community is happy and satisfied with their place within the community. Utopia means all are equal no matter where, when or whom they are born unto and that all receive the same status. As long the majority perpetuates inequality utopia is just a pipe dream.

depicted by Sir Thomas More as enjoying a perfect social, legal, and political system, in its most common and positive meaning, refers to an imaginary, ideal civilization, which may range from a city to a world, regarded to be attainable in the future by some. Human efforts to create a better, or perhaps perfect society are called utopianism. Ideas which could be/are considered able to radically better the world are often called utopian ideas.
"Utopian" in a negative meaning is used to discredit ideas as too advanced, too optimistic or unrealistic and impossible to realize. Hence, for example, the use by Marxists of such expressions as "utopian socialism".
It has also been used to describe actual communities founded in attempts to create such a society in order to better themselves in an economic and political fashion. Although some authors have described their utopias in detail, and with an effort to show a level of practicality, the term "utopia" has come to be applied to notions that are (supposedly) too optimistic and idealistic for practical application.

Although they date to the earliest days of U.S. history, Utopian communities, intentional communities created to perfect American society, had become institutionalized in American thought by the 1840s. Various groups, struggling under the pressures of urbanization and industrialization, challenged the traditional norms and social conservatism of American society. Their desire to create a perfect world often lay in sharp contradiction to the world in which they lived, one in which capitalism, the INDUSTRIAL REVOLUTION, immigration, and the tension between the individual and the community challenged older forms of living.
The first American Utopias grew out of Robert Owen's attempt to create a model company town in New Lanark, Scotland. In the United States, Owen organized the New Harmony Community along the Wabash River in western Indiana in 1825. There the residents established a socialist community in which everyone was to share equally in labor and profit. Just months after the creation of a constitution in January 1826, the thousand residents at New Harmony divided into sub-communities that then disintegrated into chaos. In 1825 Francis Wright established another Owenite community at Nashoba in Tennessee. Wright had hoped to demonstrate that free labor was more economical than slavery, but Nashoba attracted few settlers, and the community closed its doors within a year.

Dont look over my opinion just because its out of the ordinary. A true utopian society is a Communist state (SOviet Union) but people are allowed to express themselves in what they wear and they are allowed to think what they want, but they aren't allowed to rebel against the government.
