Pacman, Barrera, and Morales are the cream of the crop in the past 10 years. Pacman is the best in the division right now but keep an eye out for Venezuelan Edwin Valero. He's not allowed to fight in the U.S. because of an accident he had. He didn't pass a medical test to allow him to fight in the states, so he's been fighting in Japan.21-0 21ko, and onlhy two fights that have gone past the 1st round.
He hasn't been really tested, and it's a shame he can't fight in the states, but he is a talent to watch. Incredible punching power for a man that size, but even his handlers say they wouldn't feed him to Pacman right now.

If you are talking about this decade i would go with either Barrera or Pacquiao. The superfeather weight division is particularly strong at the moment the strongest that its been for years, but there is still a few years to till the end of the decade so my opinion may change on that one. If you are talking about the last decade 1990 - 2000 then i would say Brian Mitchell was the best closely followed by Azumah Nelson.

Manny Pacquiao and Marco Antonio Barrera are the only two candidates in my opinion. I actually favor Barrera but since Pacquiao beat him it would probably give him the edge.
Both have victories over Morales, but Barrera has a big victory over Nassim Hammed and two over Rocky Juarez.
I think the deciding factor will be Barrera's next fight with Juan Manuel Marquez on the 17th. Pacquiao has a draw with him but if Barerra beats him I think it should launch him ahead for the superfeatherweight of the decade. Of course it may lead to a rematch with Pacquiao either way. Both are great fighters and future hall of famers.

If your asking of this last decade then hands down Floyd Mayweather Jr. even though just passing through he went undefeated and had the WBC Tilte before vacating it to move up in class. He is a 4 class champion and is taking on Oscar(6 Division Champ) for his belt this year I believe in the Welterweight Division. Mayweather must move from 146 to 154 and I think he will beat Oscar and become a 5 division Champ.

Marco Antonio Bararra in the 90's, Manny Pacquaio right now, and Erik Morales gets an honorable mention. Had Floyd been able to hold weight, he might have been considered, but just passing through isn't enough.
