It would have to be Britain, with France a close second.
Why? Logistics.

Having troops is great... but logistics is how you get the troops somewhere else, and once they are there feed, house, pay, suppy, etc. them. Logistics is getting your beans, blood, and bullets to outer fubaristan so your troops can function there. It is not sexy, it is HORRIBLY expensive, but it is called "Power Projection". The reason the US is the worlds sole remaining superpower is that we, and we alone, have the logistical capability of sending 175,000 people to the other side of the planet, with all their gear, tanks, airplanes, and keeping them fed, watered, and supplied with amuntion, toilet paper, gasoline, uniforms, flack vests, and clean socks. In fact when non-American troops execute missions far from home, (or when relief organizations do evacuations or mass feedings, like after the Tsunami a few years back) they are very often relying on the US to provide the logistical support for them.
Germany has no real power projection capability. For obvious reasons Europeans were quite concerned about a powerful German military, but a strong West German Army was needed for NATO. So the Germans have a good army, with excellent equipment... but they lack the capabilty to send it anywhere.
France has a real Navy, and the Foriegn Legion, so they can project a fair amount of power a fair distance. They often execute operations in Africa, and they keep Tahiti safe. Neither of these require a massive amount of force, (African Armies are not known for being able to stand and fight... we aren't talking D-Day here) but they do demonstrate that the French have a logistical capability beyond the vast majority of the world's military forces.
England on the other hand still has enough power that they can make themselves felt a long way from home. (Just ask the Argentines and the Falkland Islanders.) Not as much as they use to have (there was no question of them even trying to hold on to Hong Kong in 1997, no matter what they did; while in 1913, or even 1937 there would have been no question of them giving it back, no matter what China did) but they can project power none the less.
So Britain has the far superior conventional war capability, simply because they have the ability to send their troops to where the war is, and keep them supplied once they get there.

Britain, because their armed forces are second to none in Europe. They were the template in which US special operations are based off of. Their challenger tanks are battle tested and some proponets say they are better than the M1 Abrams or the Israeli Merkava. The only thing the French have going for them are the Mirage fighters and the French Foreign legion. The germans have the GSG9, whom I wouldn't want to meet in a dark alley, but I guess I am partial to the British Military. (There is a reason why the sun never set in the British Empire in its heyday)

who is the better fighters or who has better technology fighters definitely Britain (have you seen sas) as for tech I would say the Germans have been behind the majority of every advance in military since ww2
