It depends, but I would say not every month. My mom when each of us got our period for the first time, she took us out to lunch and then shopping or whatever else we wanted to do. She was celebrating us becoming a woman and it was fun to spend time with mom alone and be able to ask her any questions we might have had.

lol ! It's very weird... Why would anyone wanna celebrate that ??? Maybe she just wants an "excuse" to have a party... Ask her what the reason for her party is...like why she wants to celebrate it... Good luck. I hope that it's not too suspicous.

well it depends, how long has she been having her period, im 15 and i remember getting mine and being ssooo... excited because i was becoming a woman and going through this wonderful thing. If she is young, she will get over it. if she is older, why not ask her why she has these parties?
what is it that there is to celebrate?
