ok i'm thinking that they do because wheat comes from unground oats right? well in our oats we got them out after not using them in so long and saw little black bugs crawling all over and i just found them all over the shelf that the oats were on, and yes i did clean it the best i could,

so if they weren't weevles what were they and how can i prevent it from happening again?

yes these sound like weavels to me, and bleach and water are great things to use when you need to disinfect. Clean the area well, check all items that the oats were around and get rid of them as well, to be on the safe side, find a tight fitting lid container and things will be fine.

Could be weevils, sawtooth grain beetles, or other stored grain pests.

Take everything out of that cupboard. Toss out any grain products that aren't in a sealed container (like tupperware).... that includes rice or oatmeal or cream of wheat or bread.... you get the idea. Then clean real well. You shouldn't have to spray with pesticide if you use a strong cleaner.

Then whenever you bring a grain in, put it in a rubbermaid or tupperware container and put in the freezer for a few days. If you have room, store the grains in there, if not, the few days in the freezer should destroy any eggs that might be in the grain. It is impossible to guarantee that no eggs or bug parts come with the grain... It is nature. Sorry.

Yes, weevils (two ee's, one i) can infest oat products as well as wheat products (and, of course, other grains, such as rice, etc.). See the entry for weevil at wikipedia.com. Guidance on avoiding weevils in food products at home can be found at the link below:

Wheat does not come from unground oats. Wheat and oats are seperate and differant crops alltogether.
