Perhaps you mean merging?
Open both the pictures in Microsoft Paint.. copy image #2 over into MSPaint with image #1.. maybe you wanna set the width or height before copying it over though.

If you are talking about transposing a picture on top of another, then you will need to take advantage of layers in Photoshop. You can make one picture semi-transparent or do other special effects.

If you are talking about putting two pictures side by side, then you can do this in any graphics program like MS Paint, Photoshop, Paint Shop Pro.

place them under eachother in Paint.
