Heres the situation, I could have stolen a parking pass from the dude who parked next to me (the fool left his car unlocked) but I ultimatly decided not to, would that get me some good karma?

No. Allowing Bad to happen though, will increase net "bad" energy in the world, increasing the chance of bad things happening to you. Karma is not individual. It is the sum of all good and bad things in world. The ripple effects of either are more likely to affect you if there is more of one or the other. So the "bad karma" in the world increased, but not your fault. YOu had nothing to do with it.

Karma is not a credit card. It is not something you have and can spend. It is the net probability of good and bad tihings happening. Those Easterners were very smart. This is completely logical, has nothing to do with religion.

Mostly it is going to save you from the bad karma you would have gotten if you did do it. But if you continue to not listen to your lower nature and choose your higher intelligence and Super Soul (God within) then you will not suffer all the misery you would have if you had chosen the lower. Also this will get you a chance of hearing Super Soul (Also known as Krishna, Vishnu, Allah, Jehovah, etc. ) more and more. Knowing what is wrong and doing it creates bad karma.
Knowing what is right and not doing it creates bad karma.
Knowing what is right and doing it creates good karma.
