First, let's get this out of the way: Viewing pornography and masturbation does not a rapist make. I feel safe in saying over half of all American ADULT males partake in those two activities.

If the boy committed the act, then don't wait for a judge to order it--get him into treatment right away.

If he did not commit the act (and be honest with yourself here) then he needs to be taught to avoid situations where this can happen.
