Just painting please. No "Go buy a new lampshade" or "That's Not Possible". Just painting.

Is the lampshade fabric? If so, you could use "craft" quality paint from an arts and crafts store that are extremely cost effective. They are acrylic paints that can be blended to any desired color. Buy a cheap brush and have fun. These paints can be watered down to create a color wash or straight from the bottle for an opaque effect. If you want to take it a step further you could purchase stencils and create an entirely new shade.
I wouldn't use fabric dyes like "Ritz". Way too messy.

Take the lampshade off and paint it outside. When it dries, put it back on the lamp. Thats all to it!

Most non-latex paints are most flammable when applied. So remove the lampshade and paint it outside. Once its good and dry, put it back on the lamp.

Take the lampshade off the lamp, take it outside and spray paint it whatever color you want. Let it dry for a long, long time, like overnight before you put it back on. *voila*

Yes, just don't make brush strokes that are nearly the speed of light this time. If the lampshade does not experience such friction, it will not heat up enough.

Just make sure the paint can says "non-flammable when dry". As long as it is also for fabric you should be ok.
