Try asking him out because if he was man enough to ask you out when you werent ready and since now you are ready, just ask him out. He might not know your ready but you know that you and him both are.

You have to tell him outright. Tell him you feel differently now and would really like to be his girlfriend.
If you are already "messing" with him, he doesn't have much incentive to make it official if you seem OK with fooling around without being his official girlfriend.
You do not want a "friends with benefits" situation.

Simple....tell him. Don't hint. Why waste the time. Or, ask him yourself. Problem solved. I bet your excuse is your shy. Get over it. He liked your once, you can only hope he is not over you and moved on. It won't hurt you to speak up. It will make you feel powerful, like you have done something for yourself.

try and talk to him again. if you do this then you'll see if he likes you still.
suggest doing something together like hang out. when you guys are talking drop subtle hints that you want to get to know him more and then that way he'll realize that you are interested.
