How often does your dog go outside?
My dog had something similar. It may or may not have been the same thing. She had eaten something poisonous and she was dehydrated. She was whining, and inactive.
Your dog might also have been scared by something in the house. Do you have small animals that run through? How was the other rottweiler been acting around this one? I might keep them seperated for a little while.

They will foam at the mouth when they get excited or make alot of noise , they get dehydrated from whining and crying all the time. He is smelling a dog in heat, or he just really wants to play with the other dog. Go to your neighbours where the other dog is and ask. If it is in heat just politely let your neighbour know that your dog is very lovesick and may be an escape risk if he gets too bad and ask if the other dog is secure. Tell him/her its a bit of a problem and ask if they can secure their dog elsewhere and tell them you will be trying to keep your dog occupied. Find out how long the other dog has been in heat so you know how much longer you will have to put up with it. 24 days is standard, but the first few days isnt so bad and nor is the last few so its really only about 15-17 days you have to worry about.

As the other answers have said it could be a male reacting to a females pheramones (did I spell that right?). It could also be something that he has eaten, though that would not cause the whining.
But, let me reassure you again. There is no way it is rabies. A dog with active rabies will die within 10 days. If your dog is still alive then you are okay.

It sounds like you dog can smell a female is heat , my male acts the same way when we are getting ready for breeding. and he is around his female. he will cry,wont budge away from where she is kept and will sometimes have foamy mouth. because he is excited and loves the smell.

It is weird, but if I had to guess, I would say it sounds like some kind of poisoning to me. Foaming would be from over salivating.
You definately need to take him to the vet- if anything just to get some bloodwork done for toxins or any sign of organ failure.
Would not be rabies, though you will probably here that from people here. Rabid dogs would not cry- they would be aggressive and deathly afraid of water. They couldn't walk straight either. By the time they are foaming at the mouth, they would have no brains left to even realize you as their owner.

Sky hit it right on the nose!! There is a female in your area in heat and he can smell her. That's what male unutered dogs do when they get all excited and can smell the female.

TAKE HIM TO THE VET. Someome could have thrown some food to your dog with poison in it. or he could have gotten into something in your house that was bad.

Oh my gosh! take them to the vet now they might have rabies! mouth fowming is a symptom of rabies!
if not that then it is probly the thing the person above suggested.

if he is a male and is not neutered then there may be a female in season in the area.
