I have always wanted to know because they have said it like at least 3 times in the movie.

umm, don't hold me to this, but i think it's so that you don't end up getting hanged - if the noose is slipped around your neck, you can pull the rope back up over your head.

In the movie, Madame Giry made sure to tell Raoul to" keep his hand at the level of his eyes" to caution him of the Phantom and his magical lasso. Doing this would cause him a slight adavage if it did get slipped around his neck, as he could stop it from tightening any further. Note that after Raoul enters the Phantom's lair, he did not do this. This resulted in the Phantom taking advantage of his vunerable state.

It is a warning, if you keep your hand at the level of your eye it would be less likely for a noose to come down on your neck and hang you, with your hand in the way you can keep it from tightening around your neck.

Yes, the first responder is right. Holding your hand up by your eyes prevents the Phantom from getting his noose around your neck and strangling you.

I thought it meant to keep things out in the open. As in, "Don't do anything underhanded!"
