I've had it at several bars throughout southern california. large-scales like dave & busters, tgi fridays, etc, even small clubs like v2o in long beach, continental room in fullerton just to name very few.. I almost always order it when I go out.

cister - that was me from before! =)

it's blue and black in color and has a sweet/strong taste. I can taste rum in it and I assume there's blue curacao with that color. I also assume there's jaeger what with the black but I could be wrong.

It's gonna be hard to figure out without any details. Try to describe it is it fruity, sweet, over ice, etc) and tell us where you had it (what bar). Sometimes a bar will rename a common cocktail if they add their own "touch" to it.
edit-
Go have a look around tgifridays.com they have a way to look up drinks- I found 2 "Los Angeles" drinks-
Los Angeles Cocktail-
2 oz Early Times, 2-3 dashes Noilly Prat Sweet Vermouth, 1/2 oz lemon juice,1 oz sugar syrup, 1/2 raw egg (seriously)
mix ingredients as listed, serve in a cocktail glass
The other one is called "Los Angeles Banana-Berry"-
Glass:Colins
Garnish-Banana Slice
4 oz Cranberry juice, 1/4 ripe banana, 1/2 oz lime juice, 1 scoop orage sherbet, 1 scoop crushed ice
Combine ingredients in blender, blend until smooth.

Dave & Buster's also has a drink menu with recipes but I couldn't find LA anything.

I tried really hard to find for another girl that asked and I had no luck.

What about this one:
Thames Water
Ingredients : - 2 bottles orange juice
- fill with cola (pepsi, coca cola...)

Use a "In glass" for Thames Water drink recipe
Pour the two small bottles (Britvic size) of Orange Juice in first. Top up with Cola, the fizzier, the better. Stir.
Serve in "Beer Pilsner " Garnish: No
