Bonus points if you can tell me if this bleach that my hairdresser used is it. He basically put it on all over the highlights and told me he didn't need to worry about the roots bleaching out before the rest of the hair. He said the bleach would stop working when they were the right lift.

Most people I talk to say you have to do the roots last and they won't lift the same time and the bleach won't stop working...you have to take it off. So what was he using? Thanks!

Depends on the volume of peroxide that was in the lift...high lift would be 40% then 30% and so on. High lift is for darker hair and takes you many levels lighter (more "lift"). Let's say you are medium brown and want to go honey blonde - you'd probably use a 30 - 40% volume bleach and maybe add a toner after to get the exact shade.
