Whats going on with the firefighters and police in NY city?

What was the altercation about? 20 firefighters were arrested according to CNN. From what I gather the firefighters were protesting against mayor Guiliani?

Guiliani is not the Mayor of NYC any more...and if a protest gets out of hand the cops have to make arrests...even if it is firefighters. Its not a good thing that they want to do, but they have to.
