You cannot find out who a cell number belongs to through the phone companies as this information is private and not released to the public. You can try purchasing that information through data aggregators that collect/buy all that information you fill out from online forms and prize drawings. Other than that, social engineering can work if you know what you're doing.

The person who is REALLY calling you may be using a Caller ID Spoofing Service, or may be using Voice Over Internet Protocol (VOIP). With either of these two services, the calling party can specify what 10-digit number will be send as a Caller ID to you. If that person puts in this other person's cell phone, then that's what you'll see. When you call back the cell phone, they don't know anything about it.
