If he bites it, it does pop with a slight tan color and then it comes back a week or so later. It has been there for over a couple months. Any thoughts?

his habit of biting his lips is injuring the salivary ducts which releases saliva into the mouth. once the ducts get injured it blocks the free flow of saliva ..and this in turn gives a boil like accumulation of saliva..he has to stop the habit of biting his lips..and if the bumps appear even after stopping the habit then prpbably it has to be removed surgically
it is definetly nothing very seriuos or cancerous. anything cancerous won't keep coming and going off like that.

Hey, that could be a tumour or a cancerous growth. Have him go see a doctor for proper medical check up. Cancerous growths sometimes start with a slight "blister like bump"

he might be having a "water-retention cyst" or a water-filled blister, most likely caused by chewing on his lip either by habits or accidents... he might want to look into a mirror and try to line up the blister with his teeth and see if they are positioned in a certain way that could irritate the lip tissue, or ask his dentist to do so... and then, the teeth could be filed down to prevent further irritation.

sounds like he has some kind of cold sore or something.........I wouldn't recommend popping it, he might be just spreading germs into his system, he may need to see the doctor / dentist but in the meantime he could try rising with warm water and salt several times a day to try and heal it.
