they are legal to the muslim religion. They are not legal to the state.

They would be the same as people who are married by churches without a state license ( I marry several people a year without a state license for varoius reasons, often older people who don't want to loose medicare benifits.

I suspect that any marriage - Muslim or otherwise - not properly registered or licensed somewhere will be null and void for purposes of tax or legal benefits. A couple can be married within their faith however they wish. However, absent the proper paperwork, their marriage may not be recognized by the government or legal authorities.

No...they are not recognized by the state. And therefore not legal.
