My friend told me there was an online website that would allow disabled people to type something (in place of calling someone) and the company would call and deliver the message. This was designed for disabled persons so they can still carry on a conversation.

The online version is called IP Relay. It is meant for deaf or hard of hearing individuals but anyone can use it for free to make calls across the US from online. There are also other services such as VRS (Video Relay Service) where they use webcams to use sign language instead of typing to relay a call. Some IP relay services will also connect the call both to your phone and theirs so that you can hear them and speak to them and the operator still types the conversation on the screen. This is an assisted relay service for those who are not completely deaf, but hard of hearing and like having the assistance of the conversation being transcribed on their screen.

Also, you can instant message on AOL Instant Messenger the username "SIPRELAY" (without quotes) and they will relay a call for you over AIM!
