Stop basting, take off the top if covered and allow the skin to crisp up. Sounds like you have the skin too wet. I"m sure the chicken is done, if your oven temp is correct, it is just that the skin has not crisped up.
And darlin, please do not say ain't. Gives me the shivers, it does.

Try cutting a small piece to see if the inside is done. If it is done and you want it to be a more golden brown color then spread butter (optional) over the top of your chicken and turn the oven to broil for about 5-10 minutes. Make sure to stay close and keep an eye on it because it can burn. Once it has turned a goldern brown than take it out of the oven and let it cool.

How do you know its not cooked? Check the internal temperature or wiggle the leg to see if it moves easily. If it does, then its cooked inside. If you have left the cover on the chicken, then you will need to take it off, baste and then let it crisp. You might also be dealing with an oven that isn't heating properly. Check and see if the chicken is cooked on the inside, and if so, take it out. You can cut it up and brown it in a skillet. If the chicken is not cooked, then take it out, cut it up, and cook it in the skillet, covered, until finished.

If you have an instant read thermometer, put it in the thickest part of the thigh. It should register 170 degrees. You can also pierce the breast. If the juices run clear, it's done. You can't tell if a chicken is done by the color of the skin. In fact, unless you slathered the skin with butter, it probably won't brown as much as you might like.

I like to cook that size chicken for two hours.
You need to buy an oven thermometer...they are not expensive and once you know the heat of your oven it will save you loads of heartache!
