Is there a difference in meaning? Is one stronger than the other?

What about deeply in love?

Yes big difference, I love you in a small step in a relation. I'm in love with you means that he does not love anyone else and also if things continue that marriage may be in line someplace down the line.

I believe that there is a slight difference in the meanings. When someone says i love you they could mean that i love you in the way that a guy might say I love you joking around with another man like, "I love you man" but if someone says I am in love with you that shows that they actually are in love with you and that they have some emotion for you. So yeah I believe that one does have a stronger meaning than the other.

In America, "I'm in love with you" is so much stronger than "I love you". The latter is something you might say to your mom, dad, sister, or brother.

But in Japan, they've got a different, even more powerful phrase than we do. In Japan, they see "I'm in love with you" to be a temporary statement. "I'll always be loving you" sounds so much more powerful and permanent, doesn't it?
