To identify you.
Police need to know who they are talking to. That way they can put you into the report as the victim, suspect, witness, etc. If they do not have that information they can't use you, because they have to be able to recontact you later if it goes to trial or they need to ask you more questions.
If they just talk to you at the scene without identifying you, then they would not be able to get with you later if need be.

Part of the officer's job is to identify the parties at a crime scene - be they witnesses, suspects, or victims. In many places there can be more than a few Jane Smiths, so officers prefer to obtain additional information so that the party can be better identified: Name, date of birth, home address, work address, home and work phone numbers, cell phone number, social security number, driver's license number, and in some cases, height, weight, hair and eye color.
It really varies by the nature of the incident what they need and why.

Because the likelihood of having two guys with the same name and birthday are not good. It is for positive ID when they run your name for a criminal record.

that's how u are entered into their database. they want dob to differentiate u from someone else with the same or similar name.
