I think they would stare coz they were interested. Ever heard the expression 'couldn't take my eyes off them' ? If someone is ugly that might be the case too but you wouldn't wanna look at them for long. You would get embarassed coz you wouldn't want them to like you. Making eye contact is the first sign of interest and attraction.

Well that girl is very mean. Actually, if someone was ugly i wouldn't stare at all, not saying you are because I have no idea what you look like. Alot of people judge on the outside, even if they have all the quotes "don't judge a book by it's cover" "treat people the way you want to be treated" everyone still does it anyway. Life sucks sometimes... -.-

if she was making weird faces while she was looking at you maybe she was. but sometimes ppl stare at ppl because they think they are cute.
